What is the Cherry Creek Community Recreation Commission (CCCRC) Grant Service Establishment Referendum?

    This referendum (assent vote) is being held to determine if the electors of Electoral Area "F" - Cherry Creek approve of establishing a service to provide the Cherry Creek Community Recreation Commission (CCCRC) with an annual grant for the purpose of operating and/ or maintaining the capital infrastructure of the Cherry Creek Community Hall. 

    How is the Cherry Creek Community Recreation Commission currently receiving funding from the ACRD?

    The CCCRC currently applies annually for a grant-in-aid from the ACRD and has received a grant for several years in the amount of $22,000. To be considered for a grant-in-aid a new application must be submitted every year, and all applications are reviewed through a process in their appropriate grant-in-aid category, with final approval being considered by the Board of Directors. These grant funds must be spent in one year and cannot be stacked for bigger projects. 

    Why switch from a grant-in-aid process to the establishment of a service?

    This would allow for the CCCRC to have certainty in annual funding moving forward and would allow for the accumulation of funding over time which can be used for larger capital projects and upgrades. This would also change the process for funding as the CCCRC would no longer need to submit an annual grant-in-aid application or comprehensive final reports. 

    Why does the ACRD need to conduct a referendum?

    As per the Local Government Act, the ACRD must receive the approval of the electors before it can adopt a bylaw to establish a service. 

    Will the funding amount remain the same?

    Currently, $22,000 is being requisitioned to provide an annual grant-in-aid to the CCCRC. As determined by the CCCRC and electoral area director this amount would be increased to $25,000 as per the referendum question.

    Why does the bylaw and referendum question state ‘$25,000 or $ 0.0408 per $1,000 of net taxable value of land and improvements, whichever is greater?’

    Bylaws generally include this to provide more flexibility for total assessed values. Based on the 2026 total assessed values; $0.048 per $1,000 of net taxable value of land and improvements would equal approximately $24,973. The CCCRC would determine the amount not the ACRD.

    Does this only apply to Electoral Area "F’" - Cherry Creek residents?

    Yes, the amount that is currently being provided through a grant-in-aid is being tax requisitioned through Electoral Area "F" - Cherry Creek and would remain the same. The bylaw has been written to have only Electoral Area "F" - Cherry Creek as the service participant and means that this service would have the same base of taxpayers. 

    Who can vote in the Cherry Creek referendum?

    Eligible resident and non-resident property electors within the Cherry Creek Electoral Area. More information on electors can be found here: 2026 General Local Elections.

    How does this financially impact taxes for Cherry Creek Electoral Area residents?

    As $22,000 is already being requisitioned to provide a grant-in-aid, the overall increase of $3,000 would be the additional tax requisitioned amount.  

    If approved, does the ACRD take ownership and operations of the Cherry Creek Community Hall?

    No, the Cherry Creek Community Recreation Commission would maintain ownership and operations. This service establishment would allow the ACRD to provide an annual grant on an ongoing basis.

    What happens if the referendum does not pass?

    The CCCRC could consider applying for an annual grant-in-aid. There is an increasing number of grant-in-aid applications each year and limited allocations in each grant-in-aid category making it a competitive process. 

    When can I vote in this referendum?

    There is an advance voting opportunity on Wednesday October 7 from 8 am - 8 pm at the ACRD office (3008 Fifth Ave, Port Alberni) and general voting day will be on Saturday, October 17 from 8 am - 8 pm at the Cherry Creek Community Hall.
