The ACRD is updating its Housing Needs Reports (HNRs) to better understand current and future housing needs in the six Electoral Areas ("A" Bamfield, "B" Beaufort, "C" Long Beach, "D" Sproat Lake, "E" Beaver Creek, and "F" Cherry Creek).
The 2025 Full Housing Needs Reports will build upon the Interim HNRs that were adopted by the Board of Directors on December 11, 2024. The Interim HNRs were completed in accordance with Provincial housing legislation to include the following:
The number of housing units required to meet current and anticipated need for the next five and 20 years.
A statement about the need for housing in close proximity to transportation infrastructure that supports walking, bicycling, public transit or other alternative forms of transportation.
A description of the actions taken by the local government, since receiving the most recent HNR (adopted by the ACRD Board in 2021), to reduce housing needs.
The ACRD is currently working through a multi-year project to complete comprehensive updates to all six Electoral Area Official Community Plans (OCPs). To supplement community engagement on housing needs as part of that project, and to build upon the work completed for the 2021 HNRs and the 2024 Interim HNRs, the ACRD is undertaking additional housing assessment work in 2025 that will incorporate more community-level engagement and Advisory Planning Commission engagement on housing needs throughout the region.
The additional HNR project work and public engagement will result in a more comprehensive housing data analysis, an engagement summary report, a regional summary report, and Full Housing Needs Reports for each Electoral Area. This will inform the OCP updates currently underway for Long Beach and Sproat Lake, and the upcoming OCP updates in Beaufort, Beaver Creek, Cherry Creek, and Bamfield. The adoption of Full Housing Needs Reports will also comply with Provincial housing legislation requiring adoption of updated HNRs by 2028.
A key part of the Full HNR is community input with specific perspectives on housing needs that are unique to each Electoral Area. Feedback from this survey will be considered when finalizing the HNR.
