<h1>Introduction</h1>The ACRD and Huu-ay-aht First Nations are exploring the benefits, community interests, and process of connecting the community of Bamfield to Huu-ay-aht First Nations&#39; new Wastewater Treatment Plant. There has been a growing concern over the health of the Bamfield Inlet and potential impacts on human health.The Anacla Community Wastewater Treatment Plant is now operating and supports the vision of promoting the health and economic development of the Huu-ay-aht First Nations, while also promoting the environmental health and stewardship of the local marine environment. The plant is currently providing sewer connections and processing to Upper Anacla village, Bamfield Marine Sciences Centre (BMSC), and the Bamfield Community School. This new treatment plant has the potential to further reduce the level of contamination in Bamfield Inlet, by expanding its treatment service to further limit the sewage being discharged into the ocean.The ACRD has a goal this year to learn more about the level of support for a wastewater service in Bamfield. This process will assess the community&rsquo;s level of interest. Thank you in advance for your interest and input.Please note that this page provides a basic overview and an initial input opportunity and project information known to date (December 2023). This improves protection of local water bodies and aquatic life.Compliance with regulations: The new facility has been designed to meet or exceed relevant environmental regulations and standards set by provincial and federal authorities. This commitment to compliance helps safeguard the natural beauty and ecological balance of our region.Sustainable practices: The wastewater treatment plant incorporates sustainable practices to minimize its environmental impact. It includes energy-efficient systems and water recycling processes.Capacity for growth: The new wastewater treatment plant has been designed to accommodate additional capacity helping ensure the community&rsquo;s wastewater needs can be met more effectively in the long term.Currently residences and businesses in Bamfield rely on septic systems, with some properties depositing sewage into the Inlet. Septic field replacement costs are increasing and are expected to be a considerable cost as systems begin to fail. Bamfield Sewer Connection Community Interest Project

<h2>Introduction and Project Background</h2>For nearly 70 years, the Cherry Creek Waterworks District (CCWWD) has been providing potable water and fire protection services to the residents of Cherry Creek (see context map for location details). In recent years, the Improvement District has faced a number of challenges due to various key factors including: aging infrastructure, rising costs (both construction and administrative), reduced capacity (both staff and elected officials), and the inability to access senior government grants. This has led the CCWWD Board of Trustees to consider a potential governance change &ndash; namely the conversion of the Cherry Creek Waterworks District to the Alberni-Clayoquot Regional District (ACRD).In 2023, the CCWWD commissioned Connections Planning Associates to conduct a high-level overview of Cherry Creek governance and services (<a href="https://cherrycreekwater.com/documents/398/Cherry_Creek_Governance_and_Conversion_Overview_-_Final_Report_August_2023.pdf" rel="noopener noreferrer" target="_blank">click here</a> to view the document), which was presented to the CCWWD Board for information on September 20, 2023. Since then, the CCWWD, in conjunction with the ACRD, have received funding from the Ministry of Municipal Affairs (&ldquo;the Ministry&rdquo;) to undertake a more detailed Conversion Study, to explore the potential operational, administrative, and financial impacts of service conversion. Connections Planning Associates and Urban Systems Ltd. were recently selected to undertake this project, which will include community engagement and consultation throughout the study.The primary purpose of the study is to inform and consult with the community regarding the potential conversion of CCWWD to the ACRD, in order to gauge community interest. No formal decision will be made as part of this study, which would typically require a community referendum by residents and property owners, which could occur following this study depending on community feedback. This website will provide the main portal for information sharing and community feedback, along with upcoming opportunities for public engagement. They were first established in the 1920s to manage large irrigation systems in the Okanagan Valley. They are regulated under the provincial Local Government Act through the Ministry of Municipal Affairs.The Cherry Creek Waterworks District (CCWWD) was incorporated as an improvement district in 1957, in order to provide potable water service, as well as fire protection, to the residents of Cherry Creek, near Port Alberni, BC. The CCWWD provides service to about 790 homes in Cherry Creek. It is currently governed by a five-member Board of Trustees who are elected to serve a staggered three-year term. The most recent elections were held on April 19, 2023.In 1965, the provincial government introduced a new form of local government in British Columbia with the creation of regional districts. Not only are regional districts responsible for region-wide planning and services, but they are also the de facto local government and service provider for all of the unincorporated areas within their boundaries, which are divided into electoral areas. Each electoral area has an elected Area Director who serves a four-year term, similar to the elected municipal officials in the region. Today, there are 27 regional districts in the province, spanning the majority of the province (except for the Stikine Region, which is still under provincial jurisdiction). The majority of the CCWWD is within Electoral Area &lsquo;F&rsquo; (Cherry Creek) of the Alberni-Clayoquot Regional District (ACRD), with a small portion falling within Electoral Area &#39;B&#39; (Beaufort).With the advent of regional districts now providing the bulk of local government services to unincorporated areas, since 1989 the Ministry has been discouraging the creation or expansion of improvement districts and encouraging the use of regional districts as the primary rural area servicing vehicle. For example, the provincial government introduced a policy whereby improvement districts could not apply directly for capital grant funding, but it had to be submitted by a regional district (or municipality) on their behalf. This policy was enacted to encourage improvement districts to convert to a municipal or regional district service area. Where there once was as many as 327 improvement district in the province in 1983, four decades later that number was reduced to 189 in 2023.<h2> Local Services Overview</h2>Within the Cherry Creek area, the CCWWD, ACRD, and the Province all have important roles in providing local services to residents and businesses. These services include solid waste management, emergency services, and many others. It will explore the potential impacts of the conversion of the CCWWD from an improvement district to a local service area of the ACRD, exploring the operational, administrative, financial, and governance impacts of conversion. No decisions regarding conversion will be made as part of this project; if it seems like there is interest from the community, then the decision will be put to a referendum vote for residents and taxpayers of Cherry Creek to decide.<h2>Upcoming Engagement Opportunities</h2>Essential to this project is keeping the community informed and involved. The CCWWD will host a Community Open House taking place March 14 at 7 - 9 pm at the Cherry Creek Community Hall. A virtual option will be offered for those that are not able to attend in person. Following the Open House, a survey will be launched to residents located within the Cherry Creek Waterworks District. Cherry Creek Waterworks District Conversion Study

Stay tuned for opportunities to provide additional feedback in March 2024!Project Overview The Alberni-Clayoquot Regional District, in collaboration with WATT Consulting Group, is developing an Active Transportation Network Plan for Sproat Lake (Electoral Area D). The development of an ATNP for Sproat Lake presents an opportunity to improve the community&rsquo;s existing assets by expanding the function of its trail network, linking population centres with services and amenities, and increasing its service potential to a greater number and diversity of users who wish to travel via active modes. While the ATNP is not a trails master plan, it will provide direction on how the network could be enhanced to better connect active transportation users to the trails. The ATNP process consists of four phases, as follows:<ul><li style="margin-top: 0cm; margin-right: 0cm; margin-bottom: 8pt; line-height: 107%; font-size: 15px; font-family: Calibri, sans-serif;">Phase 1 - Completing a baseline conditions review of the existing active transportation network in Sproat Lake to understand gaps, barriers, and key opportunities.</li><li style="margin-top: 0cm; margin-right: 0cm; margin-bottom: 8pt; line-height: 107%; font-size: 15px; font-family: Calibri, sans-serif;">Phase 2 - Undertaking the first round of public engagement to understand the key barriers to active transportation in the community and what Sproat Lake residents, visitors, and business owners would like to see addressed in the ATNP.</li><li style="margin-top: 0cm; margin-right: 0cm; margin-bottom: 8pt; line-height: 107%; font-size: 15px; font-family: Calibri, sans-serif;">Phase 3 - Developing the infrastructure and policy / programmatic recommendations in the draft ATNP.</li><li style="margin-top: 0cm; margin-right: 0cm; margin-bottom: 8pt; line-height: 107%; font-size: 15px; font-family: Calibri, sans-serif;">Phase 4 - Presenting the draft ATNP to the community for input before finalizing the plan.</li></ul> What is Active Transportation?Active transportation, as defined in the BC Active Transportation Design Guide, includes any form of human-powered transportation, including walking, cycling, or rolling using a skateboard, in-line skates, wheelchair, or other wheel-based forms of human-powered transportation.What is an Active Transportation Network Plan?An Active Transportation Network Plan is a strategic document that lays out the vision and key goals for how Sproat Lake will enhance its active transportation. The purpose of the ATNP is to identify gaps in the active transportation network, improve the quality and experience for people walking, biking, and rolling, provide a roadmap for high priority improvements over the next 10 years, and increase the share of trips completed by active modes of transportation. The development of an ATNP for Sproat Lake presents an opportunity to improve the community&rsquo;s existing assets by expanding the function of its trail network, linking population centres with services and amenities, and increasing its service potential to a greater number and diversity of users who wish to travel via active modes.
